The PAC-2026 protocol (Publication-Accountability Calculus) introduces the concept of "Publication Authority"—a non-transferable, single-use capability that binds evidence, analysis, and human authorization into a single, verifiable state.
The Six Obligations of Falsifiability
At the heart of the research is the SF-4 (Semantic Freeze 4) specification, which governs the publication process through six distinct obligations:
- Evidence, runs, and artifacts documentation.
- Full disclosure of measurements.
- Explicit human authorization.
- Surface correspondence (ensuring the reader's view matches the authorized record).
- Lifecycle continuity.
The protocol dictates that these obligations are independent; failure in one cannot be compensated by success in another. Only a fresh, "all-pass" record can trigger the atomic transition required for a formal publication.
Validation and Scope
The researchers evaluated the protocol using identity vectors and adversarial cases across ten models, exploring 110,764 safe reachable states. The system successfully flagged 76 unsafe configurations, demonstrating high fault sensitivity. However, the study maintains a narrow scope: while the protocol ensures internal coherence and bounded safety, it does not claim to verify factual truth or ensure general interoperability across different fields.
