The process for submitting OSDE declarations for 2026 is entering a new digital era. According to the new framework published in the Government Gazette and signed by AADE Governor Giorgos Pitsilis, the Independent Authority for Public Revenue is taking over the operation and management of the system following the absorption of OPEKEPE.
The myAGRO Application and Unified Digital Folder
The Unified Support Application will be submitted exclusively through the myAGRO application on the myAADE portal. Each producer will submit one application per year, covering all Common Agricultural Policy (CAP) interventions, including basic income support, aid for young farmers, and eco-schemes.
A central element of this reform is the unified digital folder for each beneficiary. This folder will store all necessary documentation (leases, E9 forms, etc.), while every action will be electronically recorded to ensure a complete history of changes.
New Rules for Professionals and Consultants
The new framework expands the circle of individuals authorized to submit applications. Beyond the traditional Declaration Reception Centers, agronomists, foresters, veterinarians, and accountants can now handle the process, provided they are registered in the appropriate professional registries. However, strict rules are in place to prevent conflicts of interest:
- Consultant fees cannot be linked to the amount of aid received.
- The professional is not allowed to have a financial interest in the farm they are assisting.
- Authorization requires a specific mandate and a written agreement.
Controls and the "Farmer's Card"
The system will utilize geospatial data (GIS) and automated cross-checks with AADE databases and other public agencies. The goal is to verify legal land ownership and the accuracy of livestock declarations. Upon finalization, producers will be able to issue a digital file with a QR code to activate the "Farmer's Card," while the declared IBAN account will remain linked for the duration of the funding.
