Attracting serious investment to Greece is not merely a matter of communication campaigns or tax incentives. According to an analysis by Professor Fanis Tsoulouhas, global investors evaluate a country's total risk, focusing on stability, judicial speed, and compliance costs. Despite its strategic advantages, Greece faces a structural problem: excessive complexity in daily business operations.

Leading the Global Business Complexity Index

For the third consecutive year in 2026, Greece ranks as the most complex and difficult country for business operations worldwide, according to the TMF Group's Global Business Complexity Index. The study, covering 81 jurisdictions, attributes this ranking primarily to frequent legislative changes and constant regulatory reforms. What began as a 6th-place ranking in 2022 has rapidly deteriorated, placing the country at the top of the difficulty scale.

The Threat of Digital Bureaucracy

A central point of the critique involves the nature of digitalization. As highlighted, there is a clear distinction between a truly digital state and a "digital labyrinth." The use of multiple platforms (such as myDATA), varying credentials, and tight deadlines often electronically reproduce old administrative chaos. For a company, this complexity translates into direct costs: more compliance departments, increased errors and fines, and ultimately, the deterrence of capital.

Building a Credible State

To transform Greece into a destination of high credibility rather than low-cost labor, a specific plan to reduce complexity is required. Key proposals include:

  • A stable tax framework and fewer legislative changes.
  • True consolidation of filings and a functional one-stop shop for investments.
  • Faster resolution of commercial disputes within the justice system.
  • Evaluating every new law based on the administrative cost it imposes on businesses.

The conclusion is clear: investments do not arrive through government announcements, but when an investor knows with certainty the rules that will apply tomorrow.
