The Greek Independent Authority for Public Revenue (AADE) is transitioning to a more stringent and digitized model for managing fines related to uninsured vehicles. Following a decision by Governor Georgios Pitsilis, two new Administrative Control Offices are being established in Attica and Macedonia, while Artificial Intelligence is being deployed for the first time to accelerate the process.
The Role of Artificial Intelligence
The new AI system will process data and supporting documents attached to citizen objections. The AI will generate a documented recommendation, which includes:
- An evaluation proposal for the objection
- A confidence index regarding data accuracy
- Justification in natural language to assist human auditors
Despite the technological upgrade, AADE emphasizes that AI will not make the final decision. The system's recommendation is non-binding, as the exclusive authority for the final ruling remains with human officials.
Volume of Fines and Procedures
The push for automation stems from the massive volume of violations. In June alone, 32,200 fine notices totaling €12,545,250 were issued for vehicles found uninsured as of March 10, 2026. Additionally, nearly 297,500 notices for non-insurance and 2025 road tax arrears have been dispatched.
Affected citizens have the right to file an objection within ten working days of notification via the "Cross-Checks" application on Gov.gr. Notably, the period from August 1st to August 31st is excluded from the deadline calculation.
The new procedure aims to cover the increased volume of actions generated by cross-checks and to speed up the processing of supporting documents.
Citizens will be informed of the outcome digitally. The response will specify reasons for any rejection, and those registered in the National Communication Registry (EMEp) will receive notifications via SMS or email.
