A new NSRF (ESPA) 2021-2027 initiative with a budget of €20 million has been launched following a decision by the Alternate Minister of National Economy and Finance, Nikos Papathanasis. The program, titled "In-house Training of Employees in Strategic Technologies for Europe (STEP) and Defense and Security Sectors," is designed to upgrade workforce skills in sectors vital to European competitiveness.
Eligibility and Funding Levels
The program is open to established enterprises employing at least 100 people. Eligible companies must either operate within the STEP or Defense sectors or demonstrate a clear strategic shift toward them. The grant covers 50% of eligible costs, providing funding between €75,000 and €600,000 per approved training plan.
Key Areas of Focus
Training programs must target high-tech fields, including:
- Cybersecurity and information security for critical infrastructure.
- Defense technologies and cyber-defense systems.
- Dual-use technologies applicable to both civilian and military sectors.
- Biotechnology and advanced digital technologies.
Enterprises are required to submit a detailed Operational Training Plan (OTP) documenting the relevance of the training to their production goals. A critical condition for funding is that the grant must act as an additional incentive; it cannot simply replace the company's existing training budget.
Application Process
Evaluation follows a "First In – First Out" methodology, meaning applications are processed based on their submission order until the budget is exhausted. While the official deadline is December 31, 2026, early submission is encouraged as funds may be depleted before that date.
