The second act of artificial intelligence will not be judged by models alone, but by how economies convert technology into tangible productivity. According to Charles Calestroupat, Microsoft’s Vice President for Southern Europe, the region—led by markets like Greece, Portugal, and Italy—is entering a phase where leadership will be defined by skills and infrastructure rather than just access to tools.
Greece as an Innovation Hub
In a conversation with Fortune Greece, Calestroupat emphasized that Greece now possesses the ingredients to evolve into a regional AI hub. Notably, the country ranks first in Europe for AI usage among Gen Z. Through its "GR for GRowth" initiative, Microsoft has already trained 100,000 individuals in Greece, focusing on a digital transition that aims to be inclusive and widespread.
The Transformation Paradox
Despite the momentum, the 2025 Work Trend Index Report highlights a significant hurdle: the "transformation paradox." While 65% of employees fear being left behind by AI, 45% prefer to stay in a "safe zone," avoiding the risks of experimentation. Furthermore, a hierarchical gap persists: 67% of executives claim familiarity with advanced AI tools, compared to only 40% of frontline employees.
Infrastructure and Data Investments
Microsoft is upgrading its Athens office to a central administrative hub for 12 regional markets. Simultaneously, a €1 billion investment is underway to build three data centers in Eastern Attica, forming the Azure Cloud Region Greece Central. This move is part of a broader trend of international investment in the region:
- EDGNEX (a PPC and DAMAC joint venture) is developing AI-ready data centers.
- Digital Realty has invested over €400 million in facilities across Attica and Crete.
- Apto (Pimco) is planning the €770 million "Data Center Olive" hyperscale project.
Calestroupat argues that business success will depend on moving beyond simple AI assistance to managing teams of autonomous AI agents. This requires organizations to redesign core processes and establish robust data governance to ensure AI is built on reliable, secure foundations.
