The Greek Ministry of National Economy and Finance is spearheading a significant shift in how state expenditures are monitored. Starting in 2027, every ministry, service, and administrative unit managing state funds will be assigned its own detailed "digital identity," fundamentally changing how budget credits are recorded and audited.

The New 14-Digit Code

The reform, advanced by Deputy Minister Thanos Petralias, centers on the establishment of a new 14-digit administrative code for each specific entity. This unique identity will precisely reflect each service's position within the state hierarchy, allowing for the mapping of organizational structures down to the level of General Directorates, Directorates, and Departments.

  • The first level of the code identifies the primary entity (e.g., a Ministry).
  • The second level specifies the particular service.
  • The third level captures detailed internal administrative structure.

Objectives and Scope

The core philosophy of this change is to create a clear link between public spending and the specific service managing it. The ministry aims to reduce administrative ambiguities and gain a transparent view of the path state funds take. This new framework will be applied uniformly across both the regular budget and the Public Investment Budget.

"The great challenge will be the implementation of the new system in the daily operation of the Public Sector, as the new structure can only become a significant tool for fiscal control if information is updated correctly and remains reliable."

While expectations are high for enhanced accountability and improved fiscal reporting quality, the reform's success will ultimately depend on the practical reliability of the data. Without a substantive impact on daily operations, the new coding system risks becoming just another administrative change without real consequences.
