Football is entering a new era of discipline as the International Football Association Board (IFAB) has approved radical changes aimed at eliminating deliberate time-wasting. The new regulations, effective from July 1, 2026, transform the pitch into an environment where time is literally counting down, with immediate competitive penalties for offenders.
The Five-Second Battle
One of the most significant changes concerns the restart of play. When a referee identifies an intent to delay a throw-in or a goal kick, they can initiate a visible five-second countdown. If the time expires:
- Possession of the throw-in passes to the opposing team.
- A delayed goal kick is converted into a corner kick for the opponents.
A yellow card is not automatic but can be issued if the delay is deemed excessive.
Strict Limits on Substitutions and Injuries
The substitution process is also receiving a strict framework. Any player being replaced now has exactly 10 seconds to leave the field. If they delay, their team will be forced to play with ten men for at least one minute of game time, until the first stoppage after that minute has elapsed.
Similarly, players receiving medical treatment on the pitch are required to stay off the field for one minute after play resumes to curb feigned injuries. Exceptions are made for goalkeepers and serious medical incidents.
Expanded VAR and Disciplinary Measures
VAR is gaining the right to intervene in cases of clearly incorrect second yellow cards leading to an expulsion, as well as instances of mistaken identity. Furthermore, competitions may allow VAR to check for obviously incorrect corner kick decisions, provided the correction is made instantaneously.
Finally, deliberately moving the ball away after the whistle is now strictly punished with a yellow card. Competitions also have the option to penalize players who cover their mouths during confrontations or leave the pitch as an act of protest against officiating decisions.
