Two of the most influential figures in artificial intelligence, Nobel laureate Geoffrey Hinton and computer scientist Yoshua Bengio, are urging governments to prepare for an imminent “intelligence explosion.” In a new report co-authored by over 20 experts, they describe a shift that could become the most significant technological event in history, potentially threatening human control over AI systems.

The Threat of Recursive Self-Improvement

The core concern lies in “recursive self-improvement,” where AI systems gain the ability to upgrade themselves without human intervention. The study suggests that once AI reaches expert-level proficiency in AI research and development, a single programmer could leverage a workforce equivalent to “millions” of top-tier human researchers.

This automation of R&D could compress years of technological advancement into months or even less. Evidence of this trend is already appearing: Anthropic reports that 80% of its code is now AI-generated, while OpenAI utilizes autonomous AI agents for training new models.

The authors, including leaders from Anthropic and OpenAI, outline three critical policy priorities to mitigate risks:

  • Developing methods to limit the unrestrained acceleration of AI development.
  • National preparation for the societal and institutional shifts caused by an intelligence explosion.
