The Hellenic Telecommunications and Post Commission (EETT) is moving toward a comprehensive redesign of mobile spectrum allocation. This new strategy looks beyond the rights expiring in 2027, incorporating those ending in 2030 and 2035 to foster a more competitive market environment.
PPC’s Ambition for a Fourth Network
A pivotal factor in this redesign is the Public Power Corporation's (PPC) intent to enter the mobile market via PPC FiberGrid. The utility giant has officially expressed interest in developing a new 5G infrastructure. PPC has noted that the 900 and 1,800 MHz bands becoming available in 2027 are insufficient on their own for a competitive network, thus requesting access to low and mid-range bands scheduled for later release.
Transition Period and National Roaming
To ensure uninterrupted coverage and provide a window for adjustment, EETT plans to extend the rights expiring in 2027 by approximately two and a half to three years. This interim period will allow incumbent providers (Telekom, Vodafone, Nova) to reconfigure their networks and the newcomer to build out its infrastructure.
- Provisions for national roaming are under consideration, allowing a new entrant to use existing networks in areas without coverage.
- A safeguard clause is being discussed: if the market consolidates back to three players through acquisitions, the spectrum granted for the fourth player must be returned.
The major spectrum auction is estimated to take place in early 2028, guided by a consulting team from the Athens University of Economics and Business.
